While its hard to get a sense from someone typing concerns, some of the findings include:Visible water in property basement on back wallFirst floor bathroom immediately above this back wall - it was an addition put on the property after it was built, and it seems like it may have either foundation or connectivity issues with the original house.Temporary Lally columns added in the basement and not secured with concrete footers -- the seller indicated the property was a laundromat and those were put in to help with the additional weight of the laundromat but the property has long since converted to residential.The boiler pressure regulators and backflow preventers are missing in the basementI should mention I'm not that handy and items like this would be contractor-based, anyway.

I find a lot of comfort in knowing that there is a concrete way of valuing a property by use of mathematical equations.

Wood frame with Sheetrock over concrete slab will have a different shelf life than brick over basement construction. 

It included concreting over the hole after the repair was made.

I have photos and proof that the fence was in good shape before i bought the building late last year, and in the few months I've had it there at 3 huge holes in the fence.My question- is this the city's problem to repair and put up concrete blocks?  

I figure materials are probably $12-13 per foot including concrete so labor appears just 1x material. 

It had one bay (of four) that had a crack in the concrete and was leaking for years.

Also be fine by Baltimore city 3 time for the project not started yet. 2 for weeds and grass in backyard which is completely concrete.

I think he needs to polish his work considerably before he charges $1,000 or more for it, but the people snapping it up at that price obviously disagree with me.
