They claim the apartment doesn’t get to 68 degress but refuse to remove their window AC units all winter because "its good for their health" yet they demand that i insulate the attic. 

I also buy a lot from our local "Habitat for Humanity - Restore" which is basically a thrift shop of building materials.

This is to avoid discouraging people from replacing older, less efficient windows with new more efficient ones.The requirements that have been mentioned thus far relate to current IRC which is minimum width no less than 20", minimum height no less than 20", no less than 5 square feet area in a first floor "grade level", or 5.7ft2 area 2nd story or basement (these are "clear opening" measurements which is the area that is unobstructed when the window is fully open/ the area that a human can pass through, not overall window dimensions btw).

You might be able to make a report about health safety issues to the dwelling and an inspector would tag it if they agree. 

There may or may not be benefits (like health insurance) involved, depending on what whoever I hire opts for.

By definition the place is unfit for use.condemnv. 1) for a public agency to determine that a building is unsafe or unfit for habitation and must be torn down or rebuilt to meet building and health code requirements. 2) for a governmental agency to take private property for public use under the right of eminent domain, but constitutionally the property owner must receive just compensation.

Having done this before, I can tell you that being compassionate, and human is more valuable than the legal end of it.
