are getting tired of sky-high rents and are going to Oakland and the surrounding cities for cheaper cost-of-living with a bit more space as well.Population shifts in the Bay Area/Ca will to some degree track Prop 90 benefits where you can take your low Prop 13 benefit with you under certain conditions.
