In the South Heat pumps rule except where the home is on natural gas, then electric freon Air and gas heat might be better.

You could bug bomb the place (but all the gas has to be off in the apartment and depending on the building perhaps in the basement...hot water heater, etc).

It does not have wires (owner started rewiring but never finished), no electrical panels, plumbing damages, oil tank leak (potential soil contamination), and leak in gas pipe, AC has problem as well.
