Can tenant B have their own TV in the living room?

It was previously owned by a husband and wife, the husband being active duty military since mid 2000s. 

I typically rehab and offer owner finance, but I am open to working with the Section 8 Rent to Own program.

Since you state it is a non-smoking apartment, I would assume it is written in the lease that tenants are not allowed to smoke inside the apartment.
