Has anyone had this done before that can recommend a reputable and reasonably priced person or firm to do it?

The last thing I want to do is waste anybody's time or develop a negative reputation.

Which in return develops your reputation.

So I have been researching Turn Key companies for about six months (most of the more reputable ones). 

If you don't want to be a landlord, look into lending with a reputable company.

He said your best to stay out of the city rentals and here's the reason's.First you will pay a 4% transfer tax on city homes, normally for most other areas in PA it is 2% transfer tax.Second he claimed 70% of the cities population are Hispanic who for this city have a reputation of drug use, and have a track record of not treating property well and often will get behind on rents.Third he claimed 80% of the city is on welfare, all the big companies have move out of the area making it a poor city economically to invest inFrom our conversation I said where the 8 homes were located and they were all in bad neighbourhood's or blocks.

There is a unit below me so I am sure the landlord won't want the carpet removed for sound deadening reasons andI am sure he won't pay anything either...reputation around here.

I think they are struggling getting others to use them to sell property since they have quite a bad reputation.

There is a bit to be said for trying just as a learning experience, that also has a down side to your reputation with the agents.
