A developer will certainly look  at economic aspects before bringing a new shopping mall in an area, or a region.

I used to insure my rental houses with State Farm but once I went over a certain number of rentals, they refused to insure me for any more houses and I was forced to go to many other random brokers and agencies for policies... now it's out of control I cannot even keep up who is insuring what property and hard to shop around too many bigger well known insurance agencies do not want to insure me anymore.

Ive even been shopping in willard park because you can actually get inventory.  ..and Holy cross is supposed to gobble up willard park too.  

This area is great and the Midtown shopping  center is now at capacity, it only had Lowes in it in 2012.

Management and insurance are easier and commodities to shop around.Doing that is due diligence; anything short of that is speculating.  :-)
