We ran into this last year when we took the kids to the beach in Delaware and the homeowner had a lot of beach chairs which was nice but 1/2 of them were broke.

If the property's actually inside Shaker Heights but near the border, you could sacrifice some annual returns in exchange for the bump in property / neighborhood / tenant quality and better long term value when you sell to cash out.
