We ran into this last year when we took the kids to the beach in Delaware and the homeowner had a lot of beach chairs which was nice but 1/2 of them were broke.

I agree with @Robert Webb and look at Delaware.

And in fact I would say that area the OP is talking about is right on the border there with Bellaire so it is already happening, to some extent.
