Finally, I would contact the local permit office to see if they will even allow you to construct one.If all that works out and it won't cost too much to build, it could be a good play.

They do permit it.  

First thing I would do is determine if it is a legal triplex and verify the work was permitted, you can do this at the County office; if not the rest does not matter.
