Counties are getting better and better at readjusting taxable values more frequently, so in my experience you MAY have a year or two where they don't tax at the real value, but eventually they will adjust it up to that level.

I've done actual all cash sales on some vacant land, lower value etc...no issues, but it wasn't to defraud someone, or another common issue with these will be the intent to avoid taxation...again if that seemed to be a motivator I wouldn't participate in the transaction unless I could confirm things were up and up.
