The way to tell if there is a bx cable is look inside the box and you will see a grommet attached to the box - this sort of system is tied into existing electrical systems by way of steel connections through out and generally lead to the grounded service panel.Theoretically, if there is a steel box attached to a wood stud, this should ground out the outlet.

But, the legislation specifies "soft-story" apartment buildings, like the one below, where part of the first level is basically a covered parking area propped up by wood.
