These are elected officials with an incentive to help the citizens of their city.

A bit about myself:  I am senior software engineer with over 10 years of software development experience and I work remotely for an employer down in Miami, but live in northeast Wisconsin. 

Here I meet them at the gym having coffee or in the locker room after senior circuit training.  

I have completed multiple renovations on large multifamily, hospitality, and senior living properties for national and multi-national companies for a little over 7 years now.

You just have to treat them as first class tenants and not like second class citizens as I think many Section 8 landlords might do.

Citizen input via community meetings are almost always a part of the process so, if there is any mention of that then try to be there or, failing that, YouTube the meeting (or charrette or design charrette, as they are sometimes called) afterwards.

Lawyers charged fee's ( they were the only one's we made out) eventually many properties lost to senior lender and investors 100% wiped out.

I'm wondering if anyone knows how to use this building as a senior living center?
