Assuming these lots are adjacent to one another you could have one well and one septic system installed, but many people recommend each home having their own septic system.  

If I transfer to full time I will definitely start looking in adjacent counties for the sheriff sales to see if the markets are strong and minimal investor participation.

I agree with @Dominic Lucarelli , call local thrift shops (if you have that type of stuff in the house) and see who will come the soonest and who will even take the trash and dump it for you (they sometimes have their own dumpsters behind their stores they can use.)
