I ended up with the 1st floor tenant paying for all the heating expense but lowered the asking rent a bit, and bump up the rent for the 2nd floor since they are getting a free ride.

Either way I would suggest that you actually ride through the neighborhood as opposed to just using the street view so you can see what you would be getting into.
