I still review the credit because I am concerned with non-medical and non-student loan related collections, as well as, liens or judgments... anything that suggests a willingness to take things all the way to court.Also small collections might show a lack of concern to handle even small bills property, which S8 tenants often pay a very small portion of their rent.

The agent should have clarified Commercial residential or commercial multi-family, but clearly they may be lacking some experience in the commercial field.This may be a good opportunity for you to swoop in and get a good commercial multi-family deal if the numbers work for you.

Again, don't make the lack of an entity your reason for not submitting an offer.

I wonder if a lack of insurance (If it's the case) would be an impediment.

Lack of time, lack of energy, lack of whatever.  

Or does the small footprint and lack of utilities basically make them glorified tents as far as the government's concerned?
