I am second-position mortgage holder on a commercial (non-residential in any way) property in Allegheny County, Pennsylvania. 

I’ve tried using the cook county assessor website and I needed the property pin # to access the actual owner.

For that matter, what does the owner information tell you anyway as far as any type of strategy is concerned.Is your tool grabbing tax data from county websites and auto populating?

I live in San Jose but work in Marin County, so I do quite a bit of driving (hence how I started listening to the BP podcasts in my 'mobile university' or 'car' as some may call it).

check with city or county zoning.. that's the first place to start and see if its even permissible.

I think it may depend on the county.

It is the mortgage (in some states a Deed of Trust) that gets recorded with the county title records.
