The investor purchased the asset with the intention of renovating the units and adding value by increasing rents.South Shore remains to be one of the most undervalued neighborhoods in the City of Chicago relative to employment, average house hold income, occupancy levels and rents.

I'm an HR manager and none of our employees get paid until they perform and all employment agreements are "at will".  

I have a basic criteria for searching. research the crime rate, median income, the employment rate and types of employment, quality and different forms of education.

Then he would lease the property from me for 2 years (sufficient time for him to finally get financing considering his self-employment status), and then buy the house back from me for 200k (this way he gets 30k equity off the bat, assuming the house is still valued at 230k).

Where do you think i can find this information for free or what is the next best thing other than "Employment Rate" because it is actually very different from Job Growth Rate?

Now this guy comes back with "We had conditional leases that included as reasons for immediate termination of lease and surrender of keys: Arrest for felony, arrest for drug charges, DCF intervention , pets (all our properties were no pets allowed) , Failure to pay rent by the 15 of the month , Failure to provide proof of employment ,etc.

I have a possession judgement, but no money judgement, no forwarding address, no place of employment.

We would live here until we retired (many, many years away), except....I was informed by my employer this past week that by April 2016, all members of my group will either be terminated and get severance unless we accept the same full relocation plan to move up to the Chester County, PA area.
