That is a tremendous advantage over CPVC (which literally shatters) and copper which cracks.

Buying a property at discount and holding it for rental at least a year before selling produces passive rental income and a passive capital gain, both of which are fully tax sheltered to the IRA. 

I am paid commissions, discounted 6% management fee, and have 10% equity.

Actually I just checked, Baltimore Maryland is warmer than Kansas City.Again  discount the hundreds of projects I've ran heat loads on in the US if you want.

They won't give them away, but they may very likely take a significant discount to get it off their books.

There's a big BWI Meetup group with tons of wholesalers if I had your team I'd get in the business of buying deeply discounted wholesales, rehabbing them and selling them to turnkey investors out of the area.

As far as returns, are you willing to do any light rehab (carpets, paint) to get a discount to get those returns you're looking for? 

But what is the best way to help motivated sellers who just don't want their property and want to sell at a discounted price? 

What right is varies tremendously for each of us.
