While there is a reliance on 'welfare' or entitlement still exists (to a large degree), I wouldn't discount the area as a whole as it seemingly has done better than the 'hot' markets during the downturn...I do understand Syracuse (and Buffalo) aren't doing as well as Rochester overall but I think even Syracuse has ranked high on the rent to returns chart, probably due to the welfare nature as well. 

How do I identify which lenders are accepting deep discounts on properties in my area?

We would rather sell It at a deep discount and build capital than a vulnerable portfolio. 

So I set up my google voice and after that I went to craigslist and posted an ad saying I have property at deep discounts.

For last few months no builder and no seller giving out any incentives/discounts as they used to. 

Everything is simple and straight forward, but no returns and still high monthly payments in the range of $1600 due to high TX taxes.

We teach you how to take advantage of the deep discounts the reality is, they will be sharing in those discounts.

Ultimately I just failed to account for a lot that should have been obvious but I mentally discounted on my walkthru.

Putting offers on a property at 20% discount based on the ARV, is that reasonable or that's long gone.
