If they like the deal, they will potentially submit a letter of interest on behalf of you.

I have tried sending mailers, hand written letters and left sticky notes on their doors stating I am interested in purchasing their house with no luck or call backs.

Just be careful on the comps as you can't just use a radius to comp a property as the values can change block to block here.

You can have an attorney write them a legal letter to assist with the process a bit, otherwise as others have said a buyout could be effective.

Now we're trying to figure out what to include/write on the letters/postcards. 

Without those you can't make a smart offer.Also, if you get a proof of funds letter from them, it will be easier to get an offer accepted.The last thing you want to do is find a "deal" without knowing if you can get funding or if you paid too much for it to begin with.

Then we send everyone a letter announcing the building is under new management.
