HOA fee changed during by seller under contract

The HOA fee has been increased by the seller while under contract 2 weeks prior to closing date.

Can I refuse to sign the new contract with the increased HOA fee and go back on the deal?

A seller doesnt have the ability to increase an HOA, the HOA has that power.
