My claim seems equivalent to the  process you would use for the lien release of a private lender first or second mortgage.Who do I work with in the transaction to allow the sale to go through without a cloud on title, but also get paid?

I think unfortunately that sometimes PM companies change and just have trouble maintaining good processes and good people.

Turns out the city had plans for the place and was in the process of buying up parcels.

You're processes probably all tie together, if they are expected to run smoothly without much manual labor.
