I would research other markets and find one that has the yields you want and then contact an agent in that market to get a lay of the land.

Get into wholesaling, use wholesale profits to buy rentals...eventually you’ll make contacts and meet people with money and then you can wholesale/fix an flip and use profits to buy rentals...that’s what worked for me Good luck

Have made contact with owner's brother, but don't know where owner is.My general idea has been to try and skip-trace the owners or their next of kin and see if we can arrange a short sale to net them a small proceed instead of leaving the property vacant. 

Additionally, if you don't have a team in place already, she has a substantial list of contractors, PMs, lawyers, and other contacts you will need. 

This property does not show up in the county's list of properties to be sold at auction in the next 90 days, so I'd like to know who can I contact to make a cash offer on this property.Any information regarding this would be greatly appreciated.
