Who do I make an offer to?

There is a townhouse in my area that nobody has lived in for about a year. I am interested in making an offer on it, so I did some research. I found out that U.S. Bank is in the process of foreclosing the property, and I found out the name of the owner. This property does not show up in the county's list of properties to be sold at auction in the next 90 days, so I'd like to know who can I contact to make a cash offer on this property.

Any information regarding this would be greatly appreciated.
