Before renting it again, clean the place up and then take pictures of everything.

I'm looking for the most accurate way to estimate my expenses.How much can I expect for a cleaning fee?

What you “should” do is personally see that your mothers house is clean, uncluttered and in good repair if you want highest market value.

And i figured out such a simple system , if my 4 year old tells me that it looks like they need to clean up, they get a violation card!!

The person that finished their sentence 10 years ago for drunk driving doesn't present much risk to you, especially if they've been clean ever since.

Maybe there are certain markets where the majority of potential tenants go through agents but that does not appear to be the case here, and in the area I am in clean / well-maintained rentals don't stay on the market long unless they are mispriced.  

Removed all the wallpaper, painted the entire house, redid all of the floors, cleaned up the DIY attic conversion, installed ceiling fans in all rooms, slightly reconfigured the kitchen What was the outcome?

@Benjamin I Singer Forgive me if this sounds a little too harsh, but unfortunately there are no step by step guides and if you're asking these types of questions I don't really think you have what it takes....yet.
