Here in JC a refi would definitely NOT trigger a reassessment, but doing it based on the bank appraisal would be smart on the part of the cities, along with reassessing at sale, also not done.

@David Spencer I would definitely suggest getting a 3 or 4 unit place, where you can still get owner occupied financing as well as potentially cover your expenses with rental income.
