You'll need a permit with the county health department, but the installer can handle that.  

In Atlanta, they all seem to have Train access, onsite shopping and restaurants, fitness clubs, pools, pet amenities, walking trails, water (river or lake) access etc. 

You'll probably save money paying a handyman or some young person to remove the old carpet and pad.... and we'll go ahead and assume there are pet staining... so make sure you have someone get in there and bleach the floor and paint it with Killz or a product that is anti-microbial.  

Telling people they need to eat less, exercise, and gradually reduce the leverage in their real estate portfolio isn't very popular, but it is good for your overall health long term.  

However, my tenant is claiming they called CO Health Dept and was told (apparently) that the law requires this house be tested because it was built before 1981 and there was work done by other people on the house (in 2012).  

I took the emotion out of it because they were an older couple and had some health issues that got them all kinds of sideways.
