I have received a letter from EDCO Disposal Corporation stating that my tenant is past due on several payments, and that if the amount is not paid in the next 30 days ( by the time I got the letter it would be only 20 days left), a lien may be placed on the property for the unpaid amount plus administrative fees.I have no agreement for their services with EDCO for this property.

This will not only tell you how the current owner has been maintaining the property, but will also give you insight as to whether they are PITA (pain in the ***) tenants (for example, if they make lots of complaints about really silly stuff like "My landlord hasn't cleaned the exterior of my windows" or "My cabinets are dirty").You can definitely bring a realtor, PM, and/or contractor with you if you want.Good luck!
