If you get outside of any metro a bit you can find a house in the $200-300k range but the hard part will be finding something that's not in terrible shape or a mobile home with a few acres of land.

We know SB9 is right around the corner, which will allow homeowners in an urbanized area to divide their lot BUT, we are figuring out if it is possible for us to do this now, outside of SB9, especially since we are on over 2 acres and live outside the city limits.

However, if its cash flow you are looking for, it appears that outside of SoCal is your best bet.Just depends on your personal goals.

If your hoping to make a deal out of a 400k house your going to need to find a distressed seller who needs to get out fast and will take a hit on it, but again houses sell in hours now so that's going to be hard.why not look at some of the bedroom communities around these areas, outside the main city limits where working class people are likely to live, you may have better luck.
