Hey Faysal Your story resonates with me, I definitely had the same struggle of deciding what to do in late 2017, househack in NYC or buy traditional rentals in general.

No late rent payments, no noise complaints etc.

If you do not receive a bill, it is no excuse for paying the taxes late, and you could owe interest and penalties.Plus, you must provide an address so if the taxpayer attempts to redeem through the county, the county has the correct address to send the necessary paperwork.

Point is, you can't start the planning and permitting process in November and expect to get permits approved in time to get the full abatement, which means if you decide to put your lot on the market in October, you're too late for someone to close on it and get permits before 2021. 

A lot of my clients tell me that they started too slowly, too late, too expensive, etc...
