We received the home in a package deal, which the park originally wanted $1500 for this home and $6000 for 2nd home.

I am curious: it sounds like this was a package deal - or did you buy each one individually?

Small multi-family C+ property...About a year ago, one of my tenants complained to me that packages were being stolen off the front porch of the duplex she lives in and wanted a security camera installed. 

Since you are buying a package you should be able to buy the package much cheaper.

I have also seen some online sites advertise pre packaged programs where you fill in many of the blanks for around $4500.00, but with legal work cut rate can cost you big in the long run.In actuality, you can rely on the general exemption from registration for private placement, and forgo all of the above ( doing the above is complying with the Reg D ‘safe harbor’, in other words do it right and your safe from the regulatory authorities deciding that your offering is not exempt and that you have committed criminal acts by raising capital without a securities registration ( which costs a minimum of $150,000.00).

We purchased this property in February of 2018 and have encountered a few speed bumps along the way to get though the entitlement process.

What is your preferred brand and model for appliances in a B grade apartment building? Have you found success ordering in bulk anywhere other than Lowe's or Home Depot?

Since it seems to differ to a conventional loan, and I understand it to be more of a "bulk" package of money...is the seller under the impression this is a cash offer?
