In my city tenants don't appear to recognize the value of free water so I could easily keep the rents or raise a little while billing all the water back.

But they are also doing many of the tax sales now in CA.. and there are certainly buys on raw land at those sales that can be good.. although with all this info coming easily to the public lots of stuff gets bid up way to high

I just got notice that they are upgrading to a new version and will have big data and better accounting...the best part that Iike is that my tenants can easily pay rent and the rent payment is automatically accounted for in my software.
