I suspect with your budget that it may be very difficult (though maybe not impossible) to find a building in Astoria or Long Island City.I'm not as well versed in Brooklyn but to Marcy's point, the L train is supposed to be shutting down in Manhattan for repairs for 18 months starting in (I believe) 2019.

If the tenants dont like each other , one person can shut off the others water.I have a similar rental housing set up , and on occasion I have a complaint about low pressure .

There's power in numbers and if the San Fran flippers band together for the common interest of getting this shut down by making the right moves at the right time, then its dead in the water...
