Prioritize the damage by property and make the business decision based on your situation. 

Most times it does not work out but you can not control a tenants bad relationship decisions.

Of course, there are many other things before making the final decision, but once you have your strategy figured out this will allow you to get one step closer in the process. 

If the cheapest option is the goal have every trade email you in a “bid.”
