As a property manager, I would wait until 7/1 to start the eviction process so you can check to see if they have vacated prior to spending the time and money to file an eviction.

I’m unsure if changing out the filter is required even if next people don’t want to spend money on replacing the filters. 

I am sure they have many reports over several years and no prosecution?

The only way to learn the neighborhoods is to spend time in them. 

I'm also moving back to the area after being away for over a decade and am looking to invest myself.

Find out where you like to be and spend most of your time and make a house hack work in that area. 

There are certain areas in Lehigh I would avoid but happy to talk or text over the phone and share my experience.
