As @Sarah Lewis mentioned, a lot of these laws start with the good intention of protecting the tenants, however, due to the fact that economics is not a linear model, most tenants get hurt by these new laws.

As far as their returns go, you should model out your next potential deal and include the cost of their capital.

The issue with the new development is that it is 100% pro forma based modeling.

Our model is to partner with local investors and project managers in different markets nationwide.For the last 20 years 95% of our business has been fix and flip.

One is a 1980 model and other is a 2000 model.Is there a way to finance the purchase?

Well you have accumulated 375k in equity in short order so it would seem you have found a model that works for you.That is enough equity to build a pretty large BRRRR or flipping operation. 

This model is working for me and the examples I sited above are worst case.
