In our area we don't do perk tests anymore, they do "soil logs" where they take measurements of the layers of earth, seasonal high water table and take samples from dug holes.

My investment advisor asked me to get an inspection done from Healthy environmental service in Burlington ( http://www.healthyenvironmental.ca/services/black-mould-removal/ ) He even told me that they would do an air quality check immediately after the mould removal was done.

As for finding new lenders in southern California for construction loans, there are several sources, depending on where in the process you are.Most lenders want you to have permits approved before they will lend, meaning you have to have the money for all the upfront work, design, civil and structural engineering, soils test, and permit application fees.

The cost there is largely the cost to build the home as there is no huge issue with supply and demand.I believe the entire California coast is similar but I also believe SF prices are high more because of its healthy tech industry than super climate (not that the climate is bad but it is not San Diego).

The lot is 14,000sq/ft, so I'd imagine that would be a big to-do, unless only the soil under the house footprint would need replaced.

The bank also said they know it's there and will not address it. my offer would reflect the cost of having to rip up the driveway and have the tank removed and possibly the cost of having contaminated soil removed.
