It just means that qualification to rent their money, and the terms they give, are impacted. 

For most tenants, they will only go out of their way for a landlord (yes even to open a door) if they are incentivized monetarily or if the issues directly impacts their day to day.

But which one has had the most impact on your investing?

Rents here have traditionally moved slowly and we have an enormous amount of new construction going on in SF and MF.

Note I have a different view for commercial MF where the market price is a function of the rent (I would be more willing to have vacancy if taking a reduced rent amount impacted the RE value).Good luck
