I've been starting with town/city hall and some of them have them, if not I generally get transferred once or twice within town hall then transferred/referred a number one or two more times before getting to the proper authorities.

We tell them that they will get an email requesting authorization for a credit/background check.  

They don't have the authority nor probably the knowledge to know what he can or can't do.

Im going to got to Scott Meyers could in January and I've talked to the Storage Authority Franchise.But the question remains --> What state to buy in?  

Vania Castillo In CA, there are "franchise" haulers per city, this means that they are the exclusive haulers within city limits, somecities have multiple authorized haulers.

@Duke Nguyen If he's licensed, I'd also file a complaint with the licensing authority if he does not do the work properly.

I'd go to your local landlord authority and use whatever lease they're using.  

I'm no authority on the process yet, but I'd be happy to share what I do know so far.
