It sounds like keeping her or evicting her is a moot point right now because you currently have a health hazard, i.e. a house flooded with sewage.

We can change little things like using steel studs and cementatious materials...we can tighten up the openings and insulate better.....but we have been doing that for a few decades and they now tell us that these hermetically sealed buildings are not good for our health.
