If I were trying to make a comparable program to use elsewhere I would spend a LOT less time worrying about the code and a lot more figuring out how you're going to get people to use it.

Since this is a controlled corporation, there will be some tax codes triggered to change the type and character of the income.

However other residents will call code violations on you, call the city, housing authority, ect and get you fined, and make you fix things that will be destroyed next weekend.

The codes are fairly clear and easily interpreted.

I think you could call your building department of neighborhood code office.
