@Randall E Collinsthis is where this wholesaling gets a bad name.. in some states Texas there is a carve out in Oregon its not legal unless you close in it first with your own money. 

Otherwise, you would look up the applicable construction code for your area and the associated licensure or registration requirements for various trades/contractors --- just call the town! 

In NJ effective 2020:  "Governor Murphy's executive order waives provisions of statutory law that prohibit the use of security deposits for rental payments, enabling tenants to instruct landlords to use their security deposits to offset rent or back rent." 

I’m not sure how to plan/manage/execute that properly to my advantage. 

As long as you can find a profitable flip, this is a great strategy that can be executed quickly.

For now, project can begin at 513 E Centre.

That is probably a plan I will execute and it sounds like it might work for you as well.

If I can keep a trades person for 5 years I am surprised.The idea of having an Angie's list type of a service for investors seems good, but right now its competitive to get good people to do any type of work and I would be weary of hiring people from a list without a personal recommendation.
