Looking for advice from wholesalers

I’m new to real estate and wholesaling, I’ve been doing a lot of research the last couple weeks and have been wanting to find a deal, and just today I drove past a pretty big home just 5 mins from my house, that is vacant with boarded up windows and a tarp on part of the roof. What should I do? Should I contact the owner and try to see if I can find a buyer for it, I have done some construction work for a couple of local investors in the Portland area so should I give them a call and see if they are interested? Or do I need to dig deep into the legal side of it first and really understand that? Any suggestions? Thank you.

First you should locate the property owner if possible, see if he's willing or able to sell. Set a price, then contact as many possible cash buyers as you can. I'm Texas, as far as I know wholesaling is legal in OR as it is in Texas.
