There are books out there that you can read to assist you in determining rehab costs/budgets without the need to hire someone before you are under contract to buy.

I'd suggest you also read your deeds.

Google "best selling real estate investing books", after reading a few you should have a basic understanding and I have an idea what to focus on.

Then you’ll need to work hard torefine it… and then refine it again.The result should be that anyone should be able to read your business plan in about 10 minutes and know exactly what you want to accomplishand how you plan to get there.

These smaller targets include daily goals of 20 minutes of reading(love the BP books) or podcast listening, and analyzing 5 deals a day(thanks goodness the web tools work on mobile devices). 

Nothing says "shut up and take my money" like not having to put up hurricane shutters and having UPS power (read: air conditioning).
