They'll have painless access to both standard and surplus market policies and would likely be able to craft the right package for you quickly.  

Hypothetical transaction with easy numbers:1) Seller acquires property for $100K.2) Sellers rehabs property for $25K.3) Seller sells property to buyer for $200K via seller financing4) Down payment $10,000.00.

Providing something like this appears to tell a story of a dwindling area but when you are so vague like this it's easy to use the numbers to skew the story to whatever you want to say. 

I‘m not really sure what my options are bc I definitely do not want to sell the 4plex but need to access the equIty.

If you have 5 units or less, your opinion may not be as relevant to me because it is easy to be picky with few units.

I have an easy fix for it, but what do you guys think the value will go up to after it's fixed?

@Joseph Mayes - Investors are easy to find if you bring them a good deal.

Qualifying for the VA Loan is relatively easy 0 down etc.

It was 4 mm, fairly  nice quality, and easy to install.

That would be an easy way to connect with some hard money lenders.
