How do I arrange this so that there is as much of a win/win scenario here?

I understand marketing services, the power of zero can easily be presented in an exciting manner, I'm sure, but going deeper into no interest loans can cause more hardships than just imputed taxes too. 

This tells me that submetering might drive all tenants out (almost all units on the rent roll are $25-125 below average rents, including the competition) and that even if I underprice the competition by $25-$40 or so, I'll likely loose to them (as the winter heating bill will easily eat that up.

In this market, you need more than just an offer writer to win a property bid.

Basically how can I keep the best win/win relationships with my agents?

Generally you can give it back at the occupancy hearing, but try to avoid this...After you win the occupancy hearing, then the judge will ask you if you want a judgement hearing.

I'd appreciate any input you all have and I'm really interested in finding out how someone who I could easily relate to (in terms of financial situation and having recently graduated) started their investing journey.Thanks so much.
