Cash out refinance or heloc

Thinking of purchasing a 3 bedroom 1 bath house with fha financing. Would like to fix it up and pull equity out of it within a 2 year period to buy a duplex. Trying to pull comps right now. Thinking the arv should be around 140000. Is getting 30000 out of the property sound feasable to the bp community.
