the first two posts are a great suggestion, just want to throw another option at you to consider, you can use a grinder with a concrete blade and use it like a sander and blend the batch into the original wall area to make the patch blend in better with the wall then use a basement paint like Drylock or a water proofing that is painted on the walls, its a little thicker then just concrete paint and will help to cover up the patched area.

A quick check of public information and social media, which we do on all applicants under consideration, shows they are married and even shows that a few of the husbands are serious felons.Our concern of course is that we let the Mom and kids in and that the non-screened husband moves in, creating a risk to our property and neighbors.Thoughts?

I would get several cans of the low expand foam for doors and windows (brand name of 'Great Stuff' is just one of them) and spray foam complete entire window bay from top to bottom.If that stays dry thru a couple cold or wet spells drywall over this area with either drywall rated as moisture proof,,,mold resistant,,, or even use cement board tile backer(that should NOT harbor mold)...Paint to match

Or, as is usually the case, if it's a contract between the licensed contractor and a public entity i.e. a city, county, state, or Fed, school or a municipality project/s, etc. then it is also required to show proof of LIABILITY INSURANCE by producing a CERTA lot of folks overlook or don't even think about WORKERS COMP & LIABILITY INSURANCE  but it is one of the most important elements of a contract.
