If that is a pool cabin, that estimate is low. 

My last VRBO rental (a big 5 bedroom pool house in Vegas) there were signs plastered everywhere inside the house to not talk to any law enforcement that comes to the door and asks who we are and to give them the owner's phone number if they come around asking.As OP mentioned no mention of either of these things in any of the reviews in either property. 

Also, You can look at your tenant pool first and bring your seasoned tenant into the deal.  

I am a local realtor that works full time.I have some elderly clients that have lived in Ahwatukee for 30 years, they own a single level, 4/2.5 with pool in backyard and 3 car garage.

The next problem is going to be is the tenant pool is going to be flooded with people who were evicted .  

The buyer pool for a few units in a complex vs the buyer pool for apartment buildings is much different - you want to be selling to groups that are buying the whole building.

I do believe in targeting a specific tenant pool.

Deidre,Most states that require Workers Compensation (WC) have a state pool if you can't get coverage through the regular market. 

It is a small town so vacancy could be an issue with a small tenant pool to choose from.

There have been a couple of insignificant leaks at the property that were fixed: leaky water heater, drip from the pipe, bad toilet flapper, ie nothing that have resulted in a pool of water.
