if the buildings 2 stories with a large attic, it wouldn't be that big of a deal to install units with flex duct in the attic and ridgid ducts in the basement for first floor units. if you don't plan on doing any air conditioning at all or already have hot water baseboard heat, having dedicated wall mount boilers is efficient.

It is like a mini central AC with separate outdoor small compressor and indoor wall mount evaporators, but the evap. mounts to the wall and recirculates/cools just that area in each "zone".
